Randall Garrison, Member of Parliament for Esquimalt - Saanich - Sooke and the NDP Critic for National Defence, rose in the House of Commons today to speak in support of Canada's continuing participation in the NATO Alliance and called on the Government of Canada to allocate additional capital funding for National Defence in the upcoming Federal Budget. Only with a well-trained and well-equipped military can Canada continue to play an independent role in promoting peace and security.

Mr. Randall Garrison (Esquimalt - Saanich - Sooke, NDP): Mr. Speaker, in November, when the government announced it would recognized LGBT refugees as among the highest risk Syrian refugees, I was among the first to praise the government for changing Caanda's policy to recognize the fact that LGBT refugees are subject to extra risks simply because of who they are.

Randall Garrison's Statement on Conservative Opposition Day Motion
Mr. Randall Garrison (Esquimalt - Saanich - Sooke, NDP): Madam Speaker, every member in this House certainly recongizes that ISIS is a serious threat to global peace and security and to Canada. New Democrats, like members of all other parties in this House, have condemned in the strongest terms the terrorist acts of ISIS and its violent extremist ideology. We deplore its continued gross, systematic, and widespread abuses of human rights. We not only believe that the international community has an obligation to stop ISIS expansion, to help the refugees in the region, and to fight the spread of violent extemism, but we also believe that Canada should be a leader in these efforts. We welcome the opportunity of having this debate in the House on how best to engage and defeat ISIS. What is disappointing is the very limited range of options being considered by the Official Opposition in its motion and by the government in its response.

Statement on Southern Resident Killer Whales
Mr. Randall Garrison (Esquimalt—Juan de Fuca, NDP): Mr. Speaker, time is running out to save the southern resident killer whales. These most magnificent creatures not only hold an iconic place in First Nations culture, they also drive our tourism industry. Most importantly, orcas are a key indicator of ecosystem health. That is why I am tabling today a motion calling for an action plan to protect this endangered species under the Species At Risk Act.

Mr. Speaker, this Conservative government has developed a bad habit of gutting environmental protection in my riding of Esquimalt – Juan de Fuca and across Canada. Last year in Bill C-38, this government eliminated protection for all streams, rivers and lakes on Vancouver Island under the Navigable Waters Protection Act.

From the initial Europeanand Chinese settlers in the 1850s to the arrival of the navy in 1865 and theestablishment of the naval dockyard in 1887, Esquimalt has continued to grow as a diverse and vibrant community. I am proud to be the MP representing Esquimalt and to have called Esquimalt home for 25 years.
