The Liberals again promised this fund during the election, yet the Prime Minister spoke to the firefighters yesterday and failed to act on the public safety officer compensation fund. Firefighters are deeply disappointed. When will the Liberals honour this promise and set up this long overdue fund? How much longer will firefighters have to wait for a fund that will protect their families should they make the ultimate sacrifice while protecting the rest of us?

Mr. Randall Garrison (Esquimalt - Saanich - Sooke, NDP): Madam Speaker, every member in this House certainly recongizes that ISIS is a serious threat to global peace and security and to Canada. New Democrats, like members of all other parties in this House, have condemned in the strongest terms the terrorist acts of ISIS and its violent extremist ideology. We deplore its continued gross, systematic, and widespread abuses of human rights. We not only believe that the international community has an obligation to stop ISIS expansion, to help the refugees in the region, and to fight the spread of violent extemism, but we also believe that Canada should be a leader in these efforts. We welcome the opportunity of having this debate in the House on how best to engage and defeat ISIS. What is disappointing is the very limited range of options being considered by the Official Opposition in its motion and by the government in its response.

Last month turned out to be one of the saddest months I’ve ever experienced bringing within two days two attacks on Canadian Forces members as well as an attack on Parliament. The deaths of Warrant Officer Patrice Vincent and Corporal Nathan Cirillo are particularly shocking as they occurred on Canadian soil at the hands of Canadians. While the shootings at the National War Memorial and in the House of Commons have highly symbolic reverberations, the deliberate running down of a Canadian Forces member in uniform should be no less a concern even if in a less prominent location. As time passes we will eventually get a fuller picture of both these incidents and only then can we figure out how best to respond. In the interim, MPs from all parties felt it was symbolically important to return to normal routine as soon as possible in order to show that we will not let violence destroy our democracy or the values we hold dear.

As I am sure you are well aware, the death of Lucia Vega Jimenez, a Mexican woman facing imminent deportation, occurred in December while she was in the custody of the Canada Border Services Agency (CSBA) at the Vancouver airport. This tragic death has sparked an outcry from the public demanding answers as to how this could have happened. While it is true that the BC Coroner’s Service is investigating this death, that inquiry will only determine cause of death and will not address questions of accountability for those under CBSA custody.

Ms Bhandal, the frail 83 year-old woman who had applied to stay with her family in Langford, attended a pre-removal conference today. At that conference the Officer formally announced that Ms. Bhandal’s application for Permanent Residence on Humanitarian and Compassionate grounds had been denied. In light of that denial, the Enforcement Officer also announced that a Removal Order is now in effect.

The Conservatives did this without even consulting the Privacy Commissioner, which they are required to do by law. As a result, we do not know how these recordings will be used and stored or how long they will be kept. We are all for making airports safer, but this will give the minister access to a mountain of private information. Will the minister tell the House how this blanket spying on Canadian travellers will make our airports or our borders more secure?

Esquimalt-Juan de Fuca has a crippling lack of childcare spaces.

We have families in Sooke who drive to Langford to put their baby in infant care, then drop their 3 year old off in Esquimalt to get the childcare they need. We have waitlists for infant care running to 18 months and private care is incredibly expensive. We need affordable childcare spaces created locally now, and we need a national childcare plan.
